I ripped a DVD then converted to mpeg1 and burnt it to vcd. But when it plays and the movement in the video moves fast the picture gets pixelated. What did I do wrong?

Try increasing video bitrate slightly this should correct the problem.

Well, increasing bitrate in VCD makes the MPEG-1 non-VCD-compatible as VCD's bitrate is static 1150kbit/sec. Really not much you can do other than tweaking the motion search settings and maybe adding some smoothing filters.
