I was curious as to which of the files is technically better quality? It is the same video just encoded under 2 different settings. Personally I cant see a visual difference when played back on my divx DVD player on a 57 Inch tv, so obviously it's not a big deal but I was just curious.

If you can't tell the difference then under that criteria neither is better. The higher bitrate one should be closer to the source though, once again though if you can't tell the difference, then it doesn't really matter.

have you check the difference with playback resize. ecspecially if your monitor's native res is high.
