It is possible to burn the complete file to disc if your familiar with 'overburning', otherwise there are programmes to split the file.
What particular programme to use would depend on what file type the file is, ie MPEG / AVI

Will overburning affect the quality of the movie?
And for some DVD quality files which are more than 1GB which software is good for splitting them?

No, overburning will not affect the quality.
As for splitting into smaller files there is a very easy to use (multi format)programme ive provided you a link for.
    http://www.boilsoft.com/videosplitter/
Or a good tool for AVI editing is VirtualDub.
    Good luck
