    Is DVD9 the same as dual-layer DVD(+-)R?

And how does "Hollywood" makes DVD9 movies?

Yes, they're the same. It's a long process but here's a super condensed version. Molten polycarbonate is fed into a mold with a stamper. After it's cooled and the stamper released, a gold layer is added, then an aluminum layer. Then everything is bonded together. Here's a good site that will explain all the technical stuff.
