Is it possible to take still images from a DVD-R, save them to your hard drive and convert them to JPeg or other formats?

I have a DVD-R that someone put still images on they took with their digital camera.

I don't understand what format these are in on the DVD-R disc. I have looked at the files with windows explorer, but they don't make much sense to me. There also isn't a single file for each image either....not sure what these files are:

    There's 7 files and they are Video_ts, Vts_01_0, Vts_01_1 and they repeat

They play in my DVD player on my PC, but there doesnt seem to be a way to save them or move them to my harddrive. Is there anyway to save the images to my harddrive? Then possibly convert the images to JPeg etc?

Yes I am a complete newb to this DVD-R thing. Searched the posts, but none seemed to apply. Is a DVD-Decrypter the sort of thing I need to do this?

    Thanks
