Is there a video resolution changer?

    My situation is, I have a AVI file that is 700mb large and if i try to convert it to VCD with TMPGEnc, the file becomes monsterously large - 2.8gb. I need 4 cds to fit it, but i only want to fit it on a maximum of 2 700mb ISO cds. Is there a resolution changer, another program or anything that can turn a 700mb avi file into a 2 CD VCD file?

    How long is the original video?

    VCD is roughly 10MB per minite if you want to stay compliant to the spec.

    The full movie is 1 hour 36 minutes.

    Load up the VCD/SVCD templates for TMPGEnc and split them to 2 parts. You can fit the video onto 2 CDs.
