kernel32.dll error Please Help

    this is what the error says

    Its windows 98 SE. I've tried a registry repair but it didn't fix the problem. Some how I got Internet Explorer to work. Everything else other than that doesn't work. A link or some instructions on how to fix this would be great thanks.

    The error messages pops up when I try to shutdown the only way I can get it to shutdown is crtl atl del.

    If you install a new program it will work. I've tried a program repair on Internet explorer but it couldn't be completed because of an error.
