You need to do two things,
One:- select the VGA (PC) input on the TV remote just like you would any other AV channel.
Two:- Tell the laptop video card you want to output the signal to an external monitor, on my Dell this would be F8. Scrollling through F8 on my laptop selects laptpo display, external monitor or dual display modes.

This should get you a display on your LCD but you might need to change the Resolution on the Laptop graphics settings so that the desktop displays clearly.
You may also be able to select between widescreen and 4:3 on the LCD remote.
