Can mpeg-4 video files have 720 x 480 video resolution? I am using xilisoft software and the highest is 640 x 480.

    I don't know and I don't know if it matters ;)
Once it's on DVD it will be 720x480 anyway.

the resolution automatically changes when burned to dvd? If a video is in 320x240 it will automatically be 720x480 resolution on the dvd?

For NTSC yes, but you don't get any more detail than was in the original.
The amount of detail in the 320 is now spread over the 720.

I use Red Kawa (free) for PSP/PS3. You can make custom profiles with whatever resolutions you want, and I think the default is 720x480.
