Hello I tried joining three mpeg files using tmpgenc but when I tried playing the file the audio was out of sync what could of caused this. Another thing is there an easy way to convert pal to ntsc out there.

Usually the joint mpeg doesn't change neither the video streams neither their audio streams, if you used TMPGenc___MPEG Tools___Merge & Cut. Can you be more precise in explaining what did you do?
The exit of the in-sync status (if it was an AVI in-sync which becames out-of-sync after the conversion in mpeg) can be solved as described in http://forums.afterdawn.com/thread_view.cfm/129217 , i.e., apart some cases of corruption: extract the audio stream as uncompressed WAV with VirtualDub, then re-encode the movie to mpeg with TMPGenc, using that WAV as 'audio input'.
If the movie is already non-in-sync you need to extract the WAV and directly edit it manually with EAC, as writen in http://forums.afterdawn.com/thread_view.cfm/129217 .
