Your post is a bit vague; namely, is your MPEG file in the correct format?

If you are not sure if your MPEG file is in the correct MPEG2 format (i.e. MPEG2, 720x480 NTSC, 29.97 FPS NTSC, etc), then you should encode/re-encode your MPEG file. For this, I would suggest TMPGenc, which does a nice job of making DVD-ready MPEG files.

Once you have your DVD-ready MPEG file, you need to author your DVD disk -- the MPEG has to be split, IFOs created, etc... Anyway, there are many programs to do this, and one is TMPGenc DVD Author; sonic, roxio, etc, all make similar programs.

Once your DVD is authored, burn it to a DVD-R (some programs do this automatically).

I'm sure there is a helpful guide on doing this somewhere around here that has much more detailed directions, but this should get you going in the right direction.
