Since the OS takes up 7-8G, my first thought would be that the amount of pictures and videos can certainly have a negative impact on how the phone is running. I would start by backing some of your photos and videos up to your computer. Make sure you're running the latest iOS version 7.1.1 as there were some improvements made for performance in that last update.
Thank you. I have backed up my photos and videos to my pc via some software. And i upgraded my iOS to the lastest version 7.1.1. My iPhone 4S is faster now.
