Need help unlocking a Nokia 6103b

Will someone please help?!?

My niece is moving ~ T-mobile has not coverage and they cancelled her service without a hitch but won't give up the unlock codes so that she can switch to a new service.

The phone is Nokia 6103b
the serial numbers 352269014275593
with service provider T-Mobile

My cingular razor recently died and my girlfriend gave me her old T-mobil nokia 6103b (rm-162) imei: 359371000020711. Could you please get me the unlock code for this? i just dont want to have to spend alot of money on a brand new cingular phone. thanks
