I just got Nero Ultra 6 and am trying to burn Mini DV cassettes to DVD in PAL format so my in-laws in Turkey will be able to watch them on their DVD player (I tried VCD format first but the quality was awful). When I capture the video it's always in NTSC format. I've tried it in Windows Movie Maker and have the same problem.

How can I do this in PAL? Do I somehow change the format before I burn the DVD?

    What capture card?
Generally, you can either cap in PAL, or encode to PAL, then author in PAL, but this depends a lot on the capture device, as well as capture software and settings.

Capture card? I just hook up my Sony MiniDV to the firewire connection and go to "Capture Video" in Nero or MovieMaker. The software that came with my Sony sux, so I'm not even using it. Should I be? Maybe that would give me format options...
