Not getting full connection speed - router issue?

    Hey, my ISP recently increased the connection speed from 8mbps to 24mbps. However, speedtest.net and other testing sites only indicate that it has increased to only about 10mbps. My router is a ZyXel P-660HW-D1, and it IS quite old. And as I'm not very experienced when it comes to routers and their specifications, I'm not sure if it's just the router not supporting more than 10mbps. Could it be a router issue?

    i googled the router connection speed on the router is 125Mbs.the network card should have the same connection speed.(check the tranfer rate on the network card).
    it could be a low wireless signal,slow phone line,you might not have the latest firmware.could also be several other issues.

    most people dont get maximum speed from the ISP.i should be getting connection speed of 20mbps and im getting around 8.
