The X700 Pro is faster. I'd stick with that.

Are there no places in your country where you can buy PC parts from?
As for overclocking the X700 Pro, you can try, but you won't get much of a benefit, 5 to 10% tops I expect.

There are but they really expensive almost 2 time more expensive then ebay. So i guess am gonna wait until i sell the X700 and then i will get something better how is the X1950 or the geforce 8500 or what is the best option that i can get which is less than $120?

An X1950 is vastly more powerful than an 8500GT. An 8500 is probably not much faster than the X700 Pro you've already got. If you can find an X1950 Pro that's probably your best option.

Is there a big difference between the 512 and the 256MB X1950 Pro ?

A reasonable difference, yes. You ideally want the 512MB version.
