PC intermittantly wont turn on.

    Using a old custom built PC which has served me well for 8 years.However lately when we press the on but on the PC tower the green light comes on but the PC doesnt start up.
    The fan inside doesnt start either so why the Green "power" LED is coming on is strange.
    To get the PC to start up we remove the power completely leave it for a while then plug back in.I had thought it was a power supply fault but this was just re-newed 2 months ago.
    Also I am using a new power supply lead to the PC also.
    With the green LED coming on but not starting the PC,could this mean I still have a power supply fault.
    Once the PC is on its good.
    Baffling indeed.

    look at the can shaped silver top capacitors on the motherboard & maybe the psu that none are domed nor leaking brown stuff.

    Thanks the power supply although new was defective!!!
