i've read somewhere that you can use a CD/DVD loader to play PAL or NTSC games on NTSC or PAL console and if you have your own DVD burner you could try to convert the game your self. get the patcher and the CD/DVD loader from http://www.geocities.com/jayteemaster2003
this is how you use the program
    1. Create an image file of the game you want convert(just like you would when making a backup.)
    2. launch the ps2_pal2ntsc_yfix program
    3. click browse and select the image file that you created
    4. click patch file
    5. When it's done patching you can now burn the image file to a dvd-r and it will work on your NTSC system.
( thanks to hanedrick for the intructions )
also a universal coverter won't work with some games, i think there the ones with code thing SCES then some numbers
    _X_X_X_X_X_[small]V4 PS2 with duo chip
V9 PS2 with swap magic and slide tool(sisters)
