You can use a program called GSpot to get the specs on your video (size, codec, etc)

i use a program called Main Concept MPEG Encoder to convert video files to MPEG-1/MPEG-2/VCD/SVCD (PAL or NTSC) - once my files are converted to VCD (352x288) i then use TMPGEncDVDAuthor to author the .mpg files. TMPGEncDVDAuthor can be used to create a menu etc and the resulting VOB/BUP/IFO files can then be burnt using Nero
