And your sure you haven't modified or changed the PSP in any way?

Try charging it without the battery for about 2 hrs and turning it on again while holding the "R" button.

If you still the same problem and your sure you haven't done anything wrong than your covered by Sony's warranty as it could be a software defect. You can send it to Sony and they will send you a new or refurbished one but they charge you shipping (which can as much as 60-100 dollars)

Or if you purchased your PSP less than 30 days ago most stores have a 30 day money back guarantee usually (WalMart, BestBuy, Kmart, etc.), just take it in say and it won't turn on at all and they'll give you a new one, no questions asked 90% of the time.

Ok well you have to call up the Sony technical support number, it's in the PSP manual and ask them about how to send it back and ask for a replacement.

If it is truly bricked you could also buy a new motherboard for it which is around 80 dollars and can be installed pretty easily. Check Ebay for PSP parts.
