My cousin is currently using a PS2 Slim I believe, I set him up with Free McBoot on a memory card ages ago.

He's wondering if you can use a HDD (With the expansion bay) or an External HDD to softmod a Fat PS2, is that possible at all?

if he has freemcboot already he can just use that to install freemcboot to another memory card. its not possible to softmod a ps2 from the hdd bay. only a combination of using a game or cheat device or an already hardmodded or softmodded ps2. although there is some kind of hack/exploit that allows unmodded ps2s to play games from their official sony 40gig hdd I believe.
