I found that one of MS Office 2003 Pro CDs I bought(Business Contact Manager for Outlook) is slightly scratched - small scratches is visible on CD surface. Does this small scratches can affect on correct data reading?

It can affect the readability of your media. However, unless they are major scratches, you should be alright.

The scratches is very small, but its unpleasant to see that used cheap writable media to distribute they software. CD looks even translucent a bit, if look through data side, text on another side can be visible.

Then you may want to consider making backups of that cd on some decent media.
