I ripped a DVD movie to hard drive and used Imtoo ripper to convert
DVD to mpeg-1. It doesn't seem to be vcd compliant? I needed to use TMPGenc instead. Anyone know if imtoo ripper can makes vcd mpeg-1 files

I never used Imtoo. But TMPGenc, for CBR movies (like VCD, which are MPEG-1 CBR 1500 kbps) is very good; not too slow.

Just a suggestion: why a VCD? Use AutoGK and convert it to (L=length, in minutes) a 10*L MB XviD AVI, leaving any other setting to 'auto'. AutoGK is a 'one-click' application, is easy to use, is free, is fast.
The outgoing movie will have with a more or less the same size and a much better quality!
