Try this to convert the AVI, then optionally burn with Nero.
Click on the output VOB files to check sync before burning.

    http://dl.afterdawn.com/vsoDivxToDVD_setup_v0.5.2b.exe
Import the file(s) (AVI, MPEG, VOB)
Output (standard DVD file format) to a folder on the HDD.
Set 'Aspect' to 4:3 (if you have a regular tv)
Set 'Standard' to NTSC (if you live in North America)
Use Nero burning ROM to burn the files to DVD.

Alternatively, burn with freeware, DVD Shrink + DVD Decrypter.

If the sync is out by a set amount during the entire encoding (constant), try AviMux_Gui: http://www.alexander-noe.com/video/amg/ Drag the original file into the top window, highlight it and select generate data. In the lower window, highlight audio and if anything other than 0 appears to the right, select start naming and placing the new file as you wish and in a couple of minutes, you'll have a new file to use. PS: the original file may play fine on your pc.
