Is it possible to compress a 715MB AVI enough to fit it into a CD-R for VCD playback? Is there anyway around this, or am I going to have to use a DVD-R disc? I'm asking this because the PC I currently own has no DVD-R/RW drive.

Load you AVI file into virtual dub, and cut out the ending credits. That will reduce your file size.
