Is there a program that writes VCDs apart from nero?

There are quite a few, I'm sure. VCDEasy is great, for instance. I use it for SVCD or VCD as it allows you to create custom chapters/menus, etc. You can choose to make just a .bin/.cue image to burn with your favorite burning software (such as Nero or Alcohol 120%) or you may also use the built in burner, which works fine.

Im useing replicant 2 to back up the DVD.first i use smart ripper then i use DVDx to convert to MPEG.but it only converts the first few minutes of the DVD and then stops and says encodeing finished.and when i use VCD easy it works fine but when i put it into a DVD player the picture is very bad and it keeps skipping?
