I just bought a 25 pack of the new verbatim 16X media and it seems to burn really slow, 4.5GB movies in about 12 minutes and with DVD Decrypter reporting burn rates of 6.4X average, 4.5X low and 9.6X high. I've also tried to burn it with Nero and get about the same results.

Obviously I've tried it with multiple images and I must say that my 8X DVD+R's from GQ or Maxell burn at a more appropriate speed of around 8 minutes for an entire DVD.

I'm using a Memorex 16X burner, externally connected via USB.

    Does anyone have any ideas?

My best guess would be the firmware for your drive hasn't yet been optimized for the new Verbatim 16X media. Is there a changelog for the BWSE firmware? Does it mention anything about the Verbatim 16X?
