Video speeds up then goes back to normal.

    I'm new to burning movies. I've just burned a dvd-rip/vcd of Lord of the Rings: The Two Towers. Everything is fine except and some points the framerate speeds up then goes back to normal. Is there anyway I can fix this? I burned it with burnatonce bin/cue file 16x and I've tried at 4x.

    I'm also playing it in a RCA dvd player.
