If im backing up ps2 game onto a blank dvd, my writer always overwrites my chosen speed with software.(if i choose 1x with dvd decrypter, and use 4x speed media, it will write at 4x). and awhile back when i had a bad batch of datawrites dvd-r's(8x) my writer would burn at 8x, even tho my writers max is 4x speed!!
    Any ideas!?

Type your model number of your burner into Google and see if it is capable of burning lower than 4x. I had a LiteOn that wouldn't burn below 2x.
