I don't know why anyone would want an ultra-high reflective layer for any disc. Reflectivity is important but not the most important specification. In the order of reflectivity:

    CD-ROM/DVD-ROM aluminum playback only
CD-R/DVD+/-R silver The dye reduces the reflectivity, but the dye is specific to a particular wavelength.

CD-R/DVD+/-R gold less reflectivity than silver; not a problem for CD-R but presents a problem for DVD+/-R

    CD-RW silver
    DVD+/-RW/-RAM silver

L0 on DVD+/-R hybrid DL discs
L1 on DVD+/-R silver light passes through 2 dye layers plus the L0 layer

Taiyo Yuden set the specification for CD-R reflectivity. At the time it was for gold, but today's CD-Rs all use silver/silver alloy that has a higher value of reflectance and is perfectly suitable for today's applications.
