X2 64 3800+ w/ asus m3n78-vm?

    This set up will be just for viewing 1080p rips and mkv's, and No gaming.

    How would a 3800+ handle the nvidea 8200 on board igp w/ 2GB ram?

    1080p would lag, with high bitrate rips quite severely. 720p would work alright.

    thanks, ive decided to go with 5050e. Hopefully it should be ok w/ 1080p

    Realistically, it's the graphics at fault, not the CPU. The 5050e will still struggle with high-end 1080p.

    Isnt most video decoding is done in the CPU anyway

    For High-def, it takes a seriously powerful CPU to do it. The GPU does have a hand in it, thanks to modern codecs.
