XVID bit rate problems

    when i am converting a dvd to xvid sometimes when i put in the desired bit rate, i will get the file size that i want, but other times, for the same length of file i will get files as much as 30-40% bigger or 30-40% smaller and when it is smaller i will sometimes double of triple the bit rate to get the desired file size or have to take about 1/3 the bit rate to get the file small enough...so for a 44 min length episode i have bit rates going from 350kilobits/s all the way up to 1800 kilobits/s and in order to get a 285mb approx size...by my calculatios for that file size i think it should be around 737kilobits/s (video) and 160kilobits/s for mp3 audio...the res i use is 608x336...i have had the same problems with this in flask and DVX...
    any suggestions

    thanks that helps with the undersized problem...but what about the oversized problem?
