There may be a better program but, I use Webroot System Eraser. It is a utility in Window Washer. Get it here http://www.webroot.com/consumer/downloads/
It has an erase utility. You can overwrite the data as many times as you like. I'd prefer 35 times, will take longer but it is more secure.

Yep. Zeroing a drive deletes (in theory) all data on a drive. It completely removes the MBR, the FAT (or MFT) and leaves the drive completely blank.....not even a file system is initialized. The drive will need to be FDISK'd and formatted before it can be used again.

If you plan on selling it, just download what I told you to, run i t and thats it. Leave it up to the buyer to take care of the rest. All FDISK does is partition the drive, ie. set up x amount of mb for drive C: and optionally x amount of mb for drive D:, etc. Formatting formats the drive in a certain type of file system (FAT32 or NTFS for example) and allows data to be written to it. I would just zero the drive and sell it as is. The windows install CD should FDISK and format the drive when the buyer goes to install windows.
