This obviously is my first time building and I had a bit of a concern over the brass standoffs. Now, I have all the brass standoffs lined up with the correct holes under the MB, but does screwing the top brass standoffs really matter except for holding it in place. i.e. i have all the top standoffs screwed in except for one with is a royal pain to get in will this really matter? Any help would be greatly appreciated.

YES, it matters. You will short out your motherboard without them.

Well not on the top. You just need them on the bottom so the various motherboard components dont touch the case and short themselves out.

Brass spacers on the bottom, then motherboard. And make sure you use those little non-conductive things that come with the screws to screw the motherboard in.
