I have a .rar containing AC3-5.1: VTS_01_1.VOB, IFO, BUP files.

I guess this is what you call DVD Audio?

There does not appear to be any video (just a menu)

Its an album approximately 40min long & only 139MB.

I'm thinking I can burn this, like any DVD using Nero on to a DVD+R and I will only be able to play it using a DVD Player, through my 5.1 Receiver (i.e. not in my car etc.).

Do I have to use a DVD Blank?

Its only 139MB. Can I burn this on to a CDR blank without a lot of work and without losing the 5.1 surround sound?

The short answer is no you can't it will take a good deal of work. You could use a DVD-mini, im not sure of their exact name but they are small DVD's , the case is roughly the same size as a mini-disc and it will hold about 1Gb by memory.
Try opening the dvd folder before burning it to see if there are any extra things on the disc VLC player will do this fine
