accepting cookies

    internet explorer on my desktop is having trouble accepting cookies. My cookie settings under 'tools''internet options''privacy' are first party - accept, third party - prompt. When i try to log onto websites such as paypal it wont log me on, i get a message saying i need to enable my cookies.
    I have the same settings on my laptop, and i have no bother logging onto the problem websites.
    Am i missing another 'cookie' menu somewhere that needs changing?
    I am running windows XP.

    On Internet Explorer:
    From the Tools menu, click Internet Options
    Click Privacy
    Set slider on Medium or just below
    Click Edit (Settings on IE7) located near the bottom of the window
    On the line provided type www.paypal.com and click Allow
    Click OK to close the Internet Options window
