Goto #xbins (on efnet) you'll need not only need a mIRC client but a bit of know-how to use it too. But, once your able to login to there FTP server. You'll need to download the 'NTSC / PAL' Switch Program. You'll have to then burn that on a CD-RW or DVD±R. As most XBOX™ DVD-ROM Drives are not able to read from a CD-R. Along with a few hundred Megabytes of junck data along with it. You should then insert this Disc into the XBOX™ and cycle the power switch. This should then hopefully boot the Program from the DVD. (You still may not have any Video durring the boot sequence or while in the Program either. =|

You'll have to check the 'Readme.txt' or '*.nfo' File on more info. As I can not recall if it was 'A' for NTSC and 'B' for PAL or the other way 'round. in any case you'd have to press either 'A' or 'B' to reset the XBOX's™ EEPORM for the propper Video Out settings....

A little Bird told me it might be on there (#xbins), FTP Server, under "/XBOX/apps/utilities". The File in question is called 'video mode switch'...
