After successfully modding my xbox and later that day successfully deleting all files on accident more than a year ago I gave up hope to ever fixing again. When I turn it on it immediately flashes orange and green, it wont boot games, and it shows a very unsatisfying system 16 error. I'm not able to Hotswap because my pc doesn't show any boot up screen, its just black until it gets to the user login screen. Is there any hope of me getting it fixed or anything else I could try besides Hotswap?
Who makes your pc? There has to be a way to get to the BIOS (CMOS), it is fast and it may only work from a cold boot. When you softmodded a year ago, did you back up the eeprom file and move it to a safe place, like the directions probably told you told? Having that file will be most helpful, if not then you can build or buy an eeprom reader get the file and do the FAQ for HDD upgrade, but in your case it is rebuild. you'll need to get a copy of the most up to date M$ dash, but that isn't hard either. Anyway try that and if you need more help post and someone will help you out.

Get your eeeprom then either install a modded dash or start fresh. There are more than enough links to help you on this forum, but if you need any files or help let me know.
so if i have an eeprom reader i dont need to use my PC. i never backed up my eeprom. how much would a new hd cost? cause i dont like all the confusion
