The coder has decieded not to allow these to be accesed, as they can be used to ruin your game or worse, someone elses via wifi. Perhaps using a hex editor would let you unlock them, but I dunno.
I've been able to use Danger Level 3+ items in AnimalMap. Its not supported by the program itself, but there are a few ways around it. There used to be a topic on GameSpot about it, but it looks like they have removed it. If you want, PM me your friend code and a list of a few items you would like, and I will try and hack them for you and drop them in your recycle bin if you want.
