Any way to fix bandwidth overconsumption with router?

    My friend is running SBC Yahoo DSL internet, and it is shared between his brother and his parents through a 2wire Homeportal 2000 (or something to that extent) router.

    Unfortunately, my friends younger teen brother is quite the porn hound, and my friends internet is bogged down to a crawl whenever his brother is downloading porn.

    Is there any way to limit his (and only his) bandwidth consumption through the router so his downloads go a slight bit slower, but don't completely monopolize the bandwidth that has to be spread around the whole house?

    I noticed that 2wire has a "Traffic Shaping" option, but that only limits upstream traffic, and I am not sure that is what he needs. It also seems to limit the upstream traffic across the entire router, and not across individual connections, which would probably make the situation worse.

    Also, he is running Windows XP Home, and I heard something about being able to boost DSL speeds through Windows QoS? I don't really know what that is or if it really works.
