I use zonealarm firewall to do that. I have it set to manual setting, so anytime a program want's to access the internet a "zonealarm" box popsup and ask me if I will give that program permission. It works great, zone alarm has a free basic firewall with this capability. You can also use zone alarm to manually set which programs can have access by browsing to the programs exe file and blocking it from using the internet, that way you won't get popups.
