I have downloaded episodes of sex and the city from imesh, and they come in this general detail: 352 x 240, 24 Bits, 53827 Frames, 29.970 Frames/Sec, 67 KB/Sec, DIVXMPG4 V3. Im looking for the BEST possible picture quality for the purpose of putting these on vcd, i am somewhat familiar with the use of dvd2svcd, cc2 2.5, tmpenc, and so on. If anyone could help it would be greatly appreciated!!!

You are already half way there, just use TMPGEnc to convert the avi into a VCD. This will reduce the quality, however.

Choose highest (slowest) picture quality in the settings tab.

I use TMPGenc to convert avi into SVCD. You can use those other programs as well.

if a file is in 352*240 format, and is at 426 k/b per sec., that seems to be much better than the files on kazaa or imesh, correct? in those file it is usually 352*240 but 58-68 k/b per second. Will this mean a better quality video in the end???

I should have read the beginning, I would not bother making this into an SVCD, as the levels are similar to VCD, you won't get it better by using SVCD and you will only need more CDRs

There is no way of knwing, because the source might have been dodgy, if you can preview it, and it looks fine, based on that resolution, it should convert OK onto VCD.

Bear in mind there will be some loss in quality.

i agree, i read the tutorial that was posted regarding chickenman's guide to making svcd's, and he recommended not making an svcd if the res. was less than 480. So vcd is the format i am pursuing. I agree that the video will lose quality, thats why i am asking what is the best program to use to restrict, or limit the loss of quality. If i seem redundant i apologize, just looking to maximize. thanks

TMPGEnc IMHO is great for encoding a VCD from almost anything.

Let me know is you have problems with the conversion. Depending on the quality of the source, it could take hours to encode ;-)
