I suggest trying DVDLab Pro. It has many editing options, several audio streams and subtitles, motion menus and many other features with a learning curve not very steep.

You can get it for a 30 day free trial at http://www.mediachance.com

Your problem seems to be low audio. You could try TMPGEnc 2.5 to boost the volume, then import the result into NeroVision. I've had a similar problem with stuff I've recorded from HD satellite channels where the volume is low. After running the files through TMPGEnc 2.5, NeroVision handled things OK and the volume was not an issue.

Equalized volume in NeroVision is non-existent, so what you put in, in terms of volume levels, is what you get out.
