Videoredotvsuite is the best for editing mpegs, that's what I use for editing my recorded mpeg2 shows. It's frame accurate and saves without reencoding, it's fast. It even has a commercial-skip feature which will scan the mpeg for possible commercials and highlight them for you.
It can also edit entire dvd's. If you want to remove scenes from a dvd etc. Very useful software.

For editing avi (xvid/divx) avidemux is the best.
