Is "best" the highest quality at any cost or is "best" pretty good quality cheap? I like cheap, so I use TMPGEnc Plus 2.5 and DVDAuthorGUI, then burn with Nero Burning ROM 6603.

    You can't beat DVDLab Pro.
Use frame indexing to get chapter points where you want them.
What "customization" problems do you have?

how do you use frame indexing? The other probem is when i create chapter menues i and i choose a background it gets streched out and i just want to center it. Also i just burned a dvd i made with lab pro and at the end of the movie the picture screwed up and jumped. I used tmpencoder 3.0 express to convert the file to mpeg2.

    1) Open DVDLab
    2) Go to Movie 1 (for instance)
    3) Right click over the movie strip and select chapters -> frame Index all chapters
    4) After frame-indexing, DVDLab Pro will show your chapters as green diamonds

There is also the possibility of frame-indexing prior to compiling, you have to tick the appropriate option
