Best Video Editing Software

    I'm looking for something easy to do custom transition for my DVD's. I want something that can cut and paste from another source and probably frame by frame editing. is there anything like that out there?

    Sure. Try Adobe Premiere.

    Does Adobe Premiere allow you to edit video from a mini-dv camera?

    yes, adobe premiere is a full-blown professional editor. you must capture your footage to the computer though, you can't edit the tape from the camera. the new versions of premiere (premiere pro 1.0 and 1.5) also have dvd burning built right in which is a nice convenience, and if you want to make menus and whatnot adobe encore works great. you can get both as a package online for under $500.
