Best Way to Convert NTSC-->PAL and Vice Versa?

    I was wondering if anyone has any experience of the best way to do this? So far I've tried TPMGenc (two second stutter every few seconds) Canopus Procoder (smooth playback but image breaks into small 'lines' every now and again between frames and Mainconcept (one second stutter every few seconds) has anyone found a perfect way of converting formats yet?

    read somewhere you could use decrypter to get the vob's and ifo from the dvd. Then run the Vobs through DVD2AVI and get a .d2v file and an audio file which then can be loaded into TMPGEnc for encoding into DVD PAL. Then Use TMPGEnc Dvd Authoring to make the new vob's an ifo from the Mpeg that TMPGEnc Created. Also you can get trial versions of both TMPGEnc an TMPGEnc Dvd Author.
