Bin/Cue at slow speeds

I am burning a Bin/Cue file to a cd and when I go to play it the voices speed up like its in fast forward and its not of course. The video also gets a little choppy. I know it works fine because where I downloaded it from all the people say it works fine. I think the problem is that I am burning it too fast. I'm burning at 8x because thats the lowest speed my cd-r's will burn at. Is there anyway to force them to burn slower. Also its not the program because I tried Nero, Roxio, and Alcohol so I'm thinking it must be the speed.
