it could be the settings on your parallel port, you would want to go into your computer's BIOS and make sure it's set to normal and that there are no IRQ conflicts with other hardware.

Also make sure both dip switches on the viper programmer are switched off

    then try it again

Yes there is a way to check and see if your computer is communicating with the viper chip, when you connect the gamecube to your pc using the parallel port cable open viper_flasher and click on read, that will read the bios on the chip, if you get an error then it could be one of many things. check each of the following in order:

-make sure the gamecube is on
-make sure both dipswitches are off (facing down)
-verify your parallel port configuration is correct (i.e. no IRQ conflicts, set bidirectional, contact your OEM if you have problems with this step)
-make sure the viper programmer is connected to the mod chip
-make sure all your solder points are good and not shorting out somewhere

and please please read this tutorial over and over again it explains everthing in detail for you:

    http://modthatcube.pxn-os.com/content/vipergcf.htm

if your chip does'nt have a bios on it yet then no there is no way to boot from a burnt dvd a new bios, thats only possible once you have a bios that supports that feature
