I was looking to build a new comp to play world of warcraft at good settings with good fps I have about 600-800 dollars to spend on this just need some help with the parts I have acces to frys and any internet site.....please and thanks any help would be great im a noob when it comes to this stuff.

The ones I listed are OEM, you may want to go with retail if you replace your computer often (You can move a retail license to another computer, but an OEM license is locked to one computer).
Not as far as I'm aware, you will be given a product ID on screen, entering that using your phone keypad will then give you a new CD key to enter.
If your old computer has an OEM license (which a Dell does), then you will have to purchase a new license. If you have a custom built computer that has a retail license, then you can transfer the license from the old computer to the new computer.
